Venice lots are narrow and deep, and a lot of the recent building is ADU conversions and live-work remodels. That shape creates rooms with no exterior wall at all, which is where daylighting stops being decorative and becomes the only way to light the space.

The conversion permit will often already cover the roof work if the skylight is included in the plan set — worth adding it at plan stage rather than after.
A sun tunnel. It channels daylight from a small roof dome down a reflective tube to a ceiling diffuser, so it works in rooms a conventional skylight shaft cannot reach. A 14-inch tunnel delivers roughly the daylight of a 60W bulb at midday, which is generally enough for a bathroom or hallway.
A straightforward like-for-like replacement is usually over-the-counter. A new opening needs a plan check, which in LADBS jurisdiction typically runs a few weeks. If the skylight is part of a larger ADU or remodel permit it rides along with that submittal rather than needing its own.
